Fiizzion is spot on, also you might have to many prisoners cleaning so theres nothing for them to clean, if theres no cleaning jobs then they will stand in the cupboard, just like when all uniforms are cleaned the workers in laundry will just stand there as theres nothing for them to do, it means your rooms are to well. And yes, the areas that are messy are general population and not staff only.
